CSC statement to the Ministry of Finance about working group report on the renewal of social security number

Problems with the current system

  • Slow process of getting a social security number for example for foreign students and researchers – one tool would be attaching the level of reliability to the information linked to the social security number
  • Parallel social security numbers for the same person – biometrics could be used in finding possible previous social security numbers.

Three possible models for renewal:

  • 1) Minimal model 2) Centralised model 3) De-centralised model
  • Minimal model and centralised model are mutually exclusive and de-centralised model could be used either independently or on top of minimal or centralised - If minimal or centralised model is selected, it is important to leave the technical possibility for moving to de-centralised model at a later stage.
