Statement on Government's proposal for the amendment of the Act on National Study and Diploma Registers and Act on Vocational Education

  • CSC considers it important to harmonize the Act on national study and diploma registers with the Regulation of the European Parliament and of the Council on the protection of individuals with regard to the processing of personal data and on the free movement of such data.
     
  • CSC asks for clarification and broadening of the concept of learner number.
    • CSC suggests that the purposes of use required by continuous learning would be added in the use purposes of the Act on national study and diploma registers.  
       
  • With regards to the provisioning service, a more clear definition is required as an obligation to disclose information in a machine-readable form.
     
  • CSC asks for a review of the legal basis of the KOSKI service regarding the transfer of pre-school information and, if necessary, for its redefinition. 
     
  • CSC asks for clarification of the definition and role of the KOSKI service in the context of the government proposal of the Act on national study and diploma registers.
