EU’s Single Basic Act must boost EuroHPC and create synergies between European Partnerships
CSC welcomes the European Commission’s plans to strengthen the Joint Undertakings (JUs) framework with an updated Single Basic Act regarding European Partnerships to be implemented as JUs under the next Horizon Europe programme. EuroHPC JU has demonstrated the value of European cooperation in building strategic digital capabilities through coordinated investments in high-performance computing, artificial intelligence and quantum technologies. As digital infrastructures become increasingly important for R&I and competitiveness, EuroHPC should continue to evolve as a central component of an integrated European computing, data and AI ecosystem.
CSC has published a position paper feeding into the upcoming Commission proposal for a Single Basic Act (SBA). For European Partnerships to become more impactful, CSC urges the Commission to take into account the following when preparing the SBA proposal:
- Strengthening synergies and collaboration between Joint Undertakings: CSC welcomes the Single Basic Act’s objective of increasing synergies, links and collaboration between JUs and with other initiatives, policy windows and programmes.
- EuroHPC’s strategic role: EuroHPC should continue to serve as a key European platform for further strengthening Europe’s capacity building and data capabilities, and supporting competitiveness, resilience and technological sovereignty.
- An integrated computing, data and AI ecosystem: Stronger links should be established between EuroHPC, European data spaces, EOSC and other relevant initiatives to create a more coherent ecosystem for R&I and AI development.
- European data sovereignty and data capabilities: Investments in trusted, interoperable and sovereign data infrastructures are needed alongside computing capacity to support Europe’s competitiveness and digital leadership.
- Skills and capacity building: Continued development of digital skills and expertise across sectors is essential to enable the uptake of data-intensive methods and emerging technologies.
- Hybrid computing infrastructures: Europe should promote hybrid infrastructures that combine the complementary strengths of supercomputing, AI and quantum computing, enabling new scientific and industrial applications.
- Support for semiconductors and critical technologies: EuroHPC AI Factories could help strengthen the European critical technology ecosystem by contributing to the RDI processes.
- Sustainable funding and effective governance: Long-term funding, strong technical expertise, coordinated planning and active stakeholder engagement are needed to ensure that Joint Undertakings can respond effectively to evolving strategic priorities.
