MFF 2028-2034: Commission’s visions for Digital Leadership require concrete implementation plans
CSC welcomes the European Commission’s proposal for funding competitiveness in the next MFF, particularly its emphasis on digital leadership within the European Competitiveness Fund (ECF) and Horizon Europe (HE). CSC appreciates the holistic and cross-border approach to digital infrastructure, recognising the need for joint European efforts in developing technologies like supercomputing, AI, quantum computing, data platforms, and high-speed networks.
CSC has published a position paper on the Commission proposal. The paper emphasises particularly the following points:
- Concrete implementation plans: The Commission should clarify how it will realize its visions for competitiveness and digital sovereignty, especially regarding the future of EuroHPC.
- Sustainable ecosystem funding: Long-term funding is essential for Europe’s AI, quantum, and data ecosystem, with a focus on European data ownership and value creation.
- Skills development: Strong links to education and skills are necessary to support the digital ecosystem.
- Stakeholder engagement and enabling regulation: The Commission should collaborate closely with EuroHPC hosting entities and review legislative frameworks to support a competitive European data economy.
- European data infrastructure: Federated, interoperable data platforms should be built on existing infrastructures like the European Open Science Cloud. A European Web Data Infrastructure should also be a part of the ecosystem
- Governance of RDI funding: Clarification is needed on the roles of ECF and HE, especially regarding research infrastructures that serve both academia and industry. Avoiding isolation between thematic research and infrastructures is crucial.
- International cooperation: CSC supports the inclusion of third countries in ECF and HE, provided the criteria balance risks and benefits amid geopolitical tensions.
