Copyright legislation must not hamper data-driven RDI
CSC sees the review of the Directive on Copyright in the Digital Single Market as an opportunity to improve the copyright legislation to strike the right balance between safeguarding intellectual property and supporting data-driven research and innovation, including AI development. In particular, text and data mining (TDM) exceptions for research must be preserved and widened to cover all research and innovation purposes of European RDI actors, institutions and companies.
In addition to regulation, attention must be paid to infrastructure and skills. European data infrastructures must be developed as ecosystems including high-performance computing, data spaces, AI and quantum capacities, and a European web data infrastructure. This is essential for data-based value creation that benefits Europeans, as well as Europe’s technological and data sovereignty.
